Two Elite Skills
Elementalist Elite -
"One With The Elements" 15 E | 3 second Casting Time | 60 second recharge
(Non-Attribute)
Elite Enchantment Spell. Take on the form of the element you are attuned to for the amount of time left on your attunement spell (I.E. If you are on "Fire Attunement" for 45 seconds, this spell will last 45 seconds). If you are attuned to Fire (Fire Attunement), you gain the same amount of armor that you would energy against that element. (I.E. 30% Energy Returned for each skill of that element, 30% more armor against that element), this goes for each element. All of your skills also inflict different conditions depending on what element you are attuned to. If you are attuned to fire all of your fire spells will cause burning for 8 seconds to all adjacent foes. If you are attuned to water all of your water spells will cause crippled to all adjacent foes for 10 seconds. If you are attuned to Earth all of your spells will cause blind to all adjacent foes for 8 seconds. If you are attuned to air all of your spells will cause cracked armor to all adjacent foes for 15 seconds. This spell is easily interruptable.
Note: This will also make each condition inflicted applied for that time. So if you're attuned to water, and a spell will cripple foes for 20 seconds, it will still only cause it for 8 seconds. However, you can keep reapplying.

"Regretful Memories" 20 E | 2 Second Casting | 30 Second Recharge
Elite Hex Spell. When this spell is cast on an enemy, each time that foe uses a spell that costs energy they sacrifice (1...6) more energy.
These are just the rough ideas, but let me know what you think

both of these skills are very overpowered... the mesmer elite would be rape in PvP (if they didnt nerf it). You didnt put a duration on the mesmer elite either. Your wording should be something like this:
For x seconds, each time target foe uses a skill that costs energy, they sacrifice 1...2 more energy.
I dont believe that the loss should be more than two because they would be losing A LOT of energy... It MAY be possible to be 1...3.

I just couldn't make it through that first one. WAY too convoluted.
And, well the second one wouldn't be THAT overpowered in PvP due to the prevelance of hex removal. Granted, with cover hexes, it would stay on. It is overpowerd, but just because of how much energy it removes when compared to similar skills.
It would just scream interupt me and 2 seconds, so that is good. And at 20 energy (by the way, there are no 20 energy skills, there are 5, 10, 15, and 25, no 20) it wouldn't be very cost effecitve. If the scale was different (say 1-3 extra energy per cast) this might be pretty well balanced when compared to say... energy burn.

First one is very weak, and overly complicated. Being an enchantment it's easily removed, and it's long casting time, long recharge, easily interrupted status, and easy removal means it probably wont remain active for much of a fight. For an "elite" that interacts well with attunements and has the same overall effect it should read something to the effect of...
(Air/Earth/Fire/Water)form
Air/Earth/Fire/Water Magic attribute
10e / 2 cast / 30 recharge
Elite Enchantment Spell. For 5...41...50 seconds, your (Air/Earth/Fire/Water) magic spells cause (Cracked Armor/Weakness/Burning/Cripple) for 1...3...5 seconds. You have +1...19...24 armor against (Air/Earth/Fire/Water) damage.
The Mesmer one isn't too bad, could be a little powerful however. And it lacks a duration, something to the effect of...
Regretful Memories
Domination Magic attribute
15e / 2 cast / 20 recharge
Elite Hex Spell. For 8 seconds, target foe's spells cost 1...4...5 more energy to cast.
...would work okay...just my two cents however.

The condition lengths are to long on the ele skill. The water version would be damn powerfull IMO. I like the idea Happy gave, but shorten the length on burning, and change cripple for a diferent effect. If you want the mesmer one just go 2ndry Necro and grab Depravity.

That first one is so ridiculous. You could have +30% armor agains all elements, and inflict cripple, blind, and cracked armor with each of your attacks... and with an enchanting mod, it's nearly permanent.

Could one imagine that first elite being on a ranger? Considering their awesome armor vs elements, it would make it seriously overpowered...

As for the second skill, it sounds like a fair go aside from the stats you gave. A duration of 10 seconds, with a loss of 1-5 energy per cast, and a 15 second recharge time....now that doesn't sound overpowered, and would make the mesmer more formiddable that what it actually is.

i use depravity in RA and it owns
so the mesmer skillz alrdy exist only in necroform
nice idea but i changed it a little

Duration:For 20...40...50 seconds
the elementskills, to complex better split up to 4 different eliteskills and no enchant but eliteform
water:transform into a waterspirit and get 33% of energy cost back of elemental spells + ea spell does 66% slowdown for 3sec
fire: transform into a firespirit and get 33% of energy cost back of elemental spells+ ea spell does burning for 5sec
earth: transform into a earthspirit and get 33% of energy cost back of elemental spells+ ea spell does Knock down for 2sec
Air:transform into a airspirit and get 33% of energy cost back of elemental spells+ ea spell does blinding for 2sec

The ele skill's description is a frickin essay. You'd better short it down, and to be honest, all these skill suggestions have a minimal chance of actually getting implemented, it'd need other skills to be "rebalanced" - and we don't want that, huh?

Actually, with them coming up with entirely new functionality of many skills, they actually are, in essence, adding new skills to the game.
But yeah, these suggestions won't happen.

I understand what you are saying, but the OP was not asking for a change to an elite, he was asking for a new elite. If he wanted to make a suggestion to change something like Master of Magic into his "One With the Elements" skill, then that would be a different suggestion.
Even then, these are horrible ideas. As noted, Depravity does essentially what his Mesmer skill would do, and isn't even used much. The Ele skill is bad on too many levels to waste my time on.
At least take time to look at elites that need a buff/change. Although there are several that could easily be fit into that list, here is one I doubt anyone would argue agains.
